Heat pump in Luxembourg: air, ground or pellets, how to choose

Replacing a boiler with a heat pump is supported, but not every house lends itself to it in the same way. Here is what the building must allow, what separates air from ground, and where to cost your support.

How it works

Taking heat from outside to bring it inside

A heat pump does not produce heat, it moves it. It captures energy present in the outside air, in the ground or in groundwater, and brings it up to the temperature of your heating circuit.

That is why it gets on well with underfloor heating, which works at low temperature, and less well with old radiators set very hot. The question is not the Luxembourg climate, it is the temperature of your circuit.

The outdoor unit makes noise and takes up space: its position is decided with the installer, looking at the property line and the neighbour’s windows. Mechanical ventilation with heat recovery often completes the installation in a well-sealed home.

What the support covers, and where to price it

Pre-financing

Not having to advance the subsidy

Pre-financing exists today for solar photovoltaic systems, with or without a domestic battery. The Klimabonus subsidy is then deducted directly from the final invoice by the installer, instead of being paid out later by the State.

You choose an installer listed in the register

The scheme only works with an installer entered in the register of installers eligible for pre-financing, kept up to date by the Ministry of the Economy. That is the first thing to check, before signing anything.

The installer files the application for you

The application for aid is filed by the installer on behalf of the beneficiary, not by you. On your side, you fill in a mandate form which the installer sends to the Ministry of the Economy.

The subsidy appears on the final invoice

The subsidy and every down payment already made must be clearly stated on the final invoice and deducted from the total. The down payment the installer may ask of you before that invoice is capped, and the cap is given on the official page.

Who can benefit. The beneficiary is the owner of the residential building, or the person holding immovable property rights on it. In a co-ownership, it is the managing agent or a co-owner appointed by the general meeting. A business whose activity requires a business permit is precluded.

Five points to check

The temperature of your heating circuit

A heat pump is at its best on a low-temperature circuit. Before quoting, the installer measures the flow temperature your radiators actually need on a cold day. That single reading decides the machine, the emitters and part of the budget.

Location and noise of the outdoor unit

The unit breathes, so it needs clearance, and it makes a sound at night. Its position is settled on site with the property line and the neighbour’s windows in view, never on a plan alone, and never behind a closed enclosure.

Sizing, on an insulated house

An oversized machine short-cycles and wears out; an undersized one falls back on its electric heater. Sizing is done on the insulated house you will have, not on the one you have today, if the work follows straight after.

Maintenance contract and parts

Ask what the annual visit covers, how long spare parts remain available, and who answers in the middle of winter. A heat pump lives for years: the after-sales service is part of the purchase, not an extra.

The quote: removal of the old boiler included

Removing and disposing of the old boiler, and where applicable neutralising the oil tank, belong in the quote, line by line, along with the hydraulic connection, commissioning and the balancing of the circuit.

Heat pump: the questions we are asked

Yes, the models fitted today are sized for the country’s climate. The real question is not the cold, it is the insulation: a house that loses its heat forces the machine to work harder, and that is where the bill goes wrong.
Not systematically. It all depends on the temperature your circuit runs at today. An installer checks it during the site visit, before quoting: it is the first item of a serious quote.
Air is simpler and cheaper to install; the ground is steadier and more discreet, but calls for a plot and heavy works. The table above puts them side by side, and the geothermal companies can tell in one visit whether your plot is suitable.
Its removal and disposal are part of the job. Ask for them to appear in the quote, together with the treatment of the oil tank where applicable: these are items too often discovered afterwards.
