Insulation in Luxembourg: where the heat really escapes
It is the least spectacular item, and the one that weighs most on the heating bill. But you have to treat the right surface: roof, façade, ground floor slab and windows are not equivalent, and are not the business of the same trades.

How it works
What is covered, item by item
Heat leaves through the largest cold surface, not through the one that shows. On an untouched house from the 1970s or 1980s the roof usually comes first, then the walls, then the floor over an unheated cellar. Which surface to treat first is a measurement, not an opinion.
The supported items are named one by one, and each has its own trade. Here is the list. A roof insulator, a façade specialist and a window fitter are three different companies, and a whole-house project often needs all three in the right order.

Every gain in airtightness has to be matched by controlled ventilation: a house that no longer breathes through its gaps has to breathe through a system. That is why ventilation sits on the same list as the insulation itself.

Pre-financing
Not having to advance the subsidy
Pre-financing exists today for solar photovoltaic systems, with or without a domestic battery. The Klimabonus subsidy is then deducted directly from the final invoice by the installer, instead of being paid out later by the State.
You choose an installer listed in the register
The scheme only works with an installer entered in the register of installers eligible for pre-financing, kept up to date by the Ministry of the Economy. That is the first thing to check, before signing anything.
The installer files the application for you
The application for aid is filed by the installer on behalf of the beneficiary, not by you. On your side, you fill in a mandate form which the installer sends to the Ministry of the Economy.
The subsidy appears on the final invoice
The subsidy and every down payment already made must be clearly stated on the final invoice and deducted from the total. The down payment the installer may ask of you before that invoice is capped, and the cap is given on the official page.
Who can benefit. The beneficiary is the owner of the residential building, or the person holding immovable property rights on it. In a co-ownership, it is the managing agent or a co-owner appointed by the general meeting. A business whose activity requires a business permit is precluded.

Five points to check
Treat the roof before the façade
Heat rises, and the largest cold surface of a detached house is usually above your head. Starting with the roof gives the most comfort for the least disruption, and it decides how the walls are then treated.
Damp, before any insulation
Insulating a wet wall traps the water instead of drying it. The cause is found first (a rising damp, a leaking gutter, a blocked drain), and only then does the insulation go on. Waterproofing and drainage are a trade of their own.
The ventilation that goes with airtightness
The tighter the house, the more it needs controlled air renewal. Home ventilation is planned with the insulation, not bolted on afterwards when the windows start streaming.
Thermal bridges at the junctions
Most of the losses that remain after the work sit at the joints: the roof edge, the window reveals, the balcony slab. Ask how each junction is treated. That is where a serious quote shows itself.
The quote: named materials, thicknesses, finishes
Material, brand, thickness, conductivity, finish and treatment of the junctions. An insulation quote given as a square-metre price, without those items, cannot be compared with another.

The one that loses the most, and on an untouched house that is almost always the roof. An energy audit settles it in one visit and ranks the rest, which avoids doing the right work in the wrong order.
From the outside the envelope stays continuous and the walls keep their warmth, but the look changes and the works are heavier. From the inside it is quicker and cheaper, and it costs you living space and leaves more thermal bridges.
Often yes, because the reveals are reworked when the façade is. Changing the windows alone changes little on the bill; changed with the walls, they are what makes the envelope continuous.
It makes it necessary. A house that no longer leaks through its gaps has to renew its air another way, otherwise the damp stays inside. A ventilation system is planned with the work, never after it.
